The policy aims to enhance the efficiency of India Post’s delivery system by implementing Centralized Delivery Services through dedicated Delivery Centres (DCs), separating delivery functions from counter operations in post offices.
Key Highlights:
- Transition to Mechanized Delivery:
Delivery staff will shift from foot/bicycle beats to 2-wheelers for faster deliveries.
62% of delivery beats are already mechanized.
Mileage reimbursement for using personal 2-wheelers is provided.
- Need for Centralized Delivery Centres (DCs):
Expected growth in postal volumes:
Accountable documents: 94 Cr (2024) → 164 Cr (2028-29)
Parcels: 6.7 Cr (2024) → 46 Cr (2028-29)
DCs will handle Speed Post, Registered Post, Parcels, ordinary mail, and eMOs.
Will operate separately from post offices to allow post office staff to focus on counter operations.
- Structure of Delivery Centres:
Integrated DCs: Document & parcel processing areas together.
Separate DCs & Nodal Delivery Centres (NDCs): If space is unavailable, parcel processing can be in a separate area.
DCs will improve monitoring, allow morning/evening deliveries, and enable Sunday/Holiday delivery.
- Process Flow in Delivery Centres:
Centralized processing of ordinary mail, accountable mail, and parcels.
Delivery staff assigned specific zones for efficient coverage.
Technology-driven approach (paperless delivery, OTP verification, route optimization).
- Mechanization & Fleet Management:
All delivery staff must use 2-wheelers for document/small parcel delivery.
4-wheelers will be used for heavy parcel delivery.
Fuel reimbursement provided; electric 2-wheelers may be hired for staff without vehicles.
- Delivery Volumes & Staffing:
A delivery staff is expected to deliver:
Ordinary Articles: 95 per day
Registered/Speed Post: 42-43 per day
Parcels: 60 per day (for dedicated parcel delivery staff)
Bulk delivery staff may be assigned separately in each DC.
- Infrastructure & Space Requirements:
Metro cities: 50-80 delivery staff per DC, requiring 2000-3500 sq. ft. space.
State capitals/other cities: 15-60 delivery staff per DC, requiring 1000-2500 sq. ft. space.
Adequate parking space must be available for delivery vehicles.
- Technology Upgrades:
Postman Mobile App (PMA) Enhancements: Route optimization, OTP-based delivery, digital payments.
CCTV installation & access control for security at DCs.
- Operational Guidelines:
Sunday/Holiday Deliveries based on demand.
Two delivery shifts (morning/evening) may be implemented for high-volume areas.
Facility IDs and PIN codes will be assigned to each DC for monitoring.
- Implementation & Reporting:
Circles must identify space for DCs (own or leased buildings).
Initial action report due by 31st March 2025.
